코스타리카는 2012년 한국과 FTA체결을 준비하고 있다.

페르난도 보르본 코스타리카 대사는 그의 서울 근무를 낙관적인 보고로 마무리하며 "두 국가는 FTA를 진행해왔고 내년 2012년쯤 체결될 것이라"고 그는 확신했다.

한국과 코스타리카는 1962년 공식 외교관계 수립 후 FTA가 체결되는 내년 2012년은 두 국가관계 수립의 50주년을 맞는다.

보르본 대사는 4년의 한국 대사로서의 임기를 마무리 하면서 매우 아쉬워했다. "나는 헤어지는 인사를 하는게 아니라, 다시 또 만나자라고 인사한다." 이어서 그는 말한다.
"나는 대사로서 일을 하고 있지만, 만민중앙교회 목사이기도 하다. 나는 여름수련회와 2012년 30주년 창립행사를 포함한 교회행사 참석을 위해 최소 1년에 4차례 한국에 방문하기를 원한다."고 말하였다. 보르본은 다음 근무지로 결정된 과테말라로 떠난다.
그를 대신하여 외교 경력을 갖고 있는 마뉴엘 로페즈 트리고 대사가 몇 주 안에 한국에 도착할 예정이다.

보르본 대사는 한국에서 지냈던 시간을 "축복"으로 설명하면서 만민중앙교회 목사로서 "예수 그리스도의 대사"로 일해왔다고 덧붙였다.
보르본 대사의 한국과의 관계는 그의 대사 생활의 다양한 관점에서 설명되었다.
그는 그의 딸과 손자, 손녀들이 어떻게 태권도를 배웠는지 설명하면서 자신의 집에는 항상 한국 국기와 태권도 깃발이 달려있을 것이라 말했다.

한국과 중앙 아메리카 나라는 최소한 3가지 관점에서 비슷한 목표와 문제점을 가지고 있다고 말했다. "코스타리카는 교육과 기술로 아메리카 국가를 리드하고 있듯이 한국도 그러하며, 코스타리카는 매우 오래된 민주국가인데 한국은 아시아에서 가장 성숙된 민주국가이다.
또한 한국이 북한과 이해관계가 그러하듯, 코스타리카도 북쪽 이웃, "니카라과"와 "산디니스타" 정부들과의 이해관계가 민감하다고 중앙 아메리카의 외교관은 말했다.
'우리는 50년 된 친구이자, 형제이며, 든든한 지원자로써의 관계를 기념할 것이며 다음 50년도 그 관계를 계속 유지 할 것이다."라고 말을 마무리 했다.




Costa Rica ready for FTA with Korea in 2012

Ambassador Fernando Borbon of Costa Rica is completing his posting in Seoul on an upbeat note, saying the Korea-Costa Rica FTA is ready to be signed in 2012.

The two countries have been in negotiations for a free trade agreement and, Borbon noted confidently, "it will likely be signed in 2012."

Korea and Costa Rica established formal diplomatic ties in 1962 and will mark the 50th anniversary of relations next year when FTA negotiations will likely be concluded.

Borbon is finishing up a four-year stint as his country's ambassador to Korea, but he's not leaving for good. "I do not say goodbye, I'll just say until we meet again," Borbon said.

"I am a career ambassador, but I'm also pastor of the Manmin Church of Korea, and as such, I hope to visit Korea at least four times a year to engage in our church, in summer retreats, and in the celebration in 2012 of the 30th anniversary of the inauguration of the Manmin Church of Korea."

Borbon will assume his post as the Ambassador to Guatemala. Ambassador Manuel Lopez-Trigo, an experienced diplomat in his own right, will be Costa Rica's new representative in Korea. He is expected to arrive in Seoul in the coming weeks.

Borbon described his time in Korea as a "blessing," adding that for the four years of his posting he has also been an "Ambassador of Jesus Christ" working as a pastor of the Manmin Church.

Borbon's relationship with Korea runs in many aspects of the ambassador's life. He described how his daughters and grandchildren practice taekwondo, "in our house there will always be not only the Korean flag, but also the Taekwondo flag," he said.

Korea and the Central American country share goals and face similar problems in at least three respects, he said.

"Costa Rica is a country where education and technology take the lead over other countries in the Americas; Korea does that in Asia and Costa Rica is the oldest democracy in the Americas; Korea is the largest democracy in Asia," Borbon said.

"Costa Rica has problems with its northern neighbor, Nicaragua and the Sandinista governments while Korea has problems with its northern neighbor," the Central American career diplomat said.

"We will celebrate 50 years of friendship, brotherhood and mutual support, and we are working on the next 50 years," he concluded.
